Chapter One: Introduction

1.1 Background of the Study
The insurgency in Northeastern Nigeria has resulted in a significant population of internally displaced persons (IDPs), particularly in Monguno LGA, Borno State. These individuals face challenges such as inadequate shelter, food, healthcare, and education. Public Relations (PR) plays a vital role in advocating for IDP welfare by raising awareness, mobilizing resources, and fostering partnerships between government agencies and humanitarian organizations.

PR campaigns, leveraging mass media and community-based initiatives, can influence public opinion, encourage support for IDPs, and ensure their voices are heard. Recent literature underscores the role of PR in humanitarian efforts, highlighting its capacity to build sustained advocacy (Okafor & Yusuf, 2024). This study explores how PR strategies can promote IDP welfare in Monguno LGA.

1.2 Statement of the Problem
Despite ongoing humanitarian interventions, many IDPs in Monguno LGA continue to live in deplorable conditions due to insufficient awareness and support. The lack of robust PR campaigns limits advocacy and resource mobilization. This study investigates the role of PR in promoting the welfare of IDPs.

1.3 Objectives of the Study

  1. To identify PR strategies used in advocating for IDP welfare in Monguno LGA.
  2. To assess the effectiveness of these strategies in mobilizing support for IDPs.
  3. To propose improvements for PR campaigns promoting IDP welfare.

1.4 Research Questions

  1. What PR strategies are employed to advocate for IDP welfare in Monguno LGA?
  2. How effective are these strategies in influencing public and organizational support?
  3. What improvements can strengthen PR campaigns for IDP welfare?

1.5 Research Hypotheses

  1. H1: PR campaigns significantly improve public awareness of IDP welfare issues.
  2. H2: Limited PR efforts hinder effective advocacy for IDPs in Monguno LGA.
  3. H3: Collaborative PR campaigns enhance resource mobilization for IDPs.

1.6 Significance of the Study
This study provides insights into how PR can drive support for IDPs, offering recommendations for humanitarian agencies, policymakers, and communication experts to design impactful advocacy strategies.

1.7 Scope and Limitations of the Study
The study focuses on PR strategies for promoting IDP welfare in Monguno LGA, Borno State. It excludes other forms of humanitarian interventions outside PR efforts.

1.8 Operational Definition of Terms

  1. Public Relations (PR): Strategic communication for advocacy and support.
  2. Internally Displaced Persons (IDPs): Individuals forced to flee their homes but remain within their country.
  3. Monguno LGA: A local government area in Borno State, Nigeria, serving as the study location.
